Rules & Regulations

There is no Body Checking in any Division of the Festival

AUTHORITY

The Festival Chairman or the designated representative(s) thereof shall have complete authority with respect to the interpretation and/or application of the Festival Rules and Regulations.  All decisions of the Festival Coordinator, or the designated representative(s) thereof, shall be considered final and binding on all parties.

GENERAL

The Festival shall be conducted in strict accordance with all Canadian Hockey Association rules and regulations, and all additional rules and regulations as may be determined by the Festival Chairman.  Notwithstanding all participating teams are also required to conduct themselves in strict accordance with any additional rules and/or regulations which may also be applicable as a result of such team’s membership in, or participation with a local governing body (i.e. Minor Hockey Association, regional Amateur Hockey Association etc.) authorized to enact same, particularly with respect, but not limited to the use of approved equipment and safety protection (i.e. neck guards etc.).   The Festival Chairman will enforce this provision to the best of their ability; however the Chairman accepts no responsibility for ensuring that Festival Teams adhere to local rules and/or regulations of which the Festival Chairman is unaware.

TEAM REGISTRATION

·         Teams will not be confirmed into the festival until a completed “Team Application Form” and the full team entry fee has been received by the Festival Chairman.  Confirmation of acceptance will be sent by email.

·         The teams that are accepted into the festival will be determined by the date that they are received by the Chairman, PROVIDED that all documents and payment has been received by the entry deadline.

·         A “Travel Permit” from their home association signed by a person in authority must accompany an “approved” roster.  Submission of the roster must be received by February 13, 2023.

·         Teams may be required to provide additional documentation to verify that they are entered into the appropriate division.  It is the team’s responsibility to ensure that they are entered into the appropriate division.  Failure to enter your team in the appropriate division may result in the team being removed from further play with no reimbursement of entry fee or any other incurred expenses.   

TEAM SIGN-IN

·         All teams are required to register and sign-in at the Arena of their first game, at least 45 minutes prior to their first game.

·         A signed and approved electronic team roster MUST be provided prior to your first game.

·          (House League/Local League ONLY) Each team MUST bring games sheets from three (3) of their regular season house league or local league games.  The game sheets will only be required if there is a legitimate questions about a team’s players.

PLAYERS AND BENCH STAFF

·         All players and coaching staff MUST be on the approved electronic roster as submitted.

GAME TIMES

·         Teams must be ready to start 15 minutes prior to the published scheduled start time.

·         It is the team’s responsibilities to verify the times of their next game on the master schedule.  Game times may change throughout the Festival.

·         All games will start with running time (ie: prior to entering the ice there will be 13 minutes on the clock.  The clock will not stop until the first whistle in order to keep Tournament on time)

FESTIVAL/GAME FORMAT

·         The main intent of the Festival Format is for the participants to have fun and enjoy the experience of playing games against different teams.

·         If possible, the Round-Robin segment of the Festival may be followed by a Playoff style Round.  This round is provided so that the players can experience games against the same caliber of competition and to experience the excitement of elimination style games.

·         The Festival coordinator reserves the right to alter the Festival format, if needed.

·         The 1st and 2nd period lengths will be 10 minutes each, while the 3rd period will be 15 minutes.  All three periods will be played as stop-time, with the exception of: If one team is leading by more than five goals with 5 minutes or less left in the 3rd period, then the remainder of the game will be played with running time.

·         Wherever possible an ice clean shall be provided prior to each game.

·           No overtime shall be played during the Festival.

TIES IN ROUND-ROBIN STANDINGS/ADVANCEMENT

  • Games resulting in a tie will advance to a shoot out – 3 shooters (different shooters).  If still tied sudden death shoot (different shooters).
  • To advance in your division to semi or finals.  Points awarded Wins = 2 points, Lose = 0 points

1)   If 2 Teams are tied (Head to Head) game between those 2 Teams determines who     advance.

2)   Goals for Percentage Formula: (GF divided by GF plus GA).

3)   Least Amount of Penalty Minutes  

  DISCIPLINE

Any player or team personnel ejected from a game will be suspended from the teams’ scheduled FESTIVAL games based on the OMHA minimum suspension guidelines – NO APPEAL.

·         Any suspensions not fully served during the Festival will carry-over to your next house league games.

·         If deemed necessary the Festival Chairman, further disciplinary action may be applied.

·         Any player or team official receiving a Gross Misconduct or a Match Penalty at any time and/or for any reason during the Festival shall be suspended for the remainder of the Festival.

PROTESTS

·         There will be NO protests allowed at the Festival.  Any concerns are to be addressed appropriately to the Festival Chairman.

 

RESPONSIBILITIES/CONDUCT OF PARTICIPANTS

Players, team officials, parents, spectators and/or related volunteers, are to conduct themselves in a professional, courteous and appropriate manner at all times.  Particular with respect, but not limited to, the treatment of on-ice officials, off-ice officials, facility staff, members of the Festival Committee and/or other players, parents, spectators and/or related volunteers.  The Festival Chairman shall reserve the right to discipline (i.e. eject, suspend, remove from the premises etc.) players, team officials, parents, spectators and/or related volunteers for actions which the Festival Chairman deems to have been improper regardless of where such action took place (ie on ice or off) and whether or not such action resulted in a penalty being assessed.

Players, team officials, parents, spectators and/or related volunteers are NOT permitted in the designated Referee room for ANY REASON.

Team officials shall be held responsible for the conduct of their team’s parents, spectators and/or related volunteers and shall, immediately upon being asked to do so by the Festival Chairman, or a designated representative thereof, assist in the control of such person(s) within the facility, and/or removal of such person(s) from the facility.  The Festival Chairman reserves the right to suspend any team whose team officials do not cooperate in this manner.

AWARDS

·         Awards will be provided for Champions and Finalists in each Division.

 

Final games are scheduled so that the players get a chance to experience a “championship” game.   The focus and priority of the Festival is for players to get a chance to play games against different teams from around Ontario.  The focus is not about winning a championship, it is about the experience.

MISCELLANEOUS

·         A  Goaltender shall not be permitted a “warm-up” following a Goaltender change during a Festival game, regardless of the reason for such change.

·         The Home Team for each Round-Robin Festival game shall be the team so designated in the Official Festival Schedule.

·         All teams shall use only the facility Dressing Room assigned to them during each Festival game, and shall assume full responsibility for securing and/or otherwise protecting any/all of their belongings.

·         In the event of a jersey conflict the home team will change jerseys.

·         No Time Outs will be allowed in any Festival game.
